Austin American-Statesman: ‘A Dream Come True’: Construction Starts on Downtown East Project in Pflugerville

LPA’s design for a new city hall is part of Griffin Swinerton’s transformative 29-acre expansion of the Austin suburb’s downtown.

By fall 2026, Pflugerville's downtown area will expand by 29 acres with new buildings, new streets and a plaza that officials said will create a vibrant space to bring the community together.

The project, known as Downtown East, will include a City Hall, a multigenerational recreation center, retail shopping and a parking garage in its first phase on city-owned land at the northwest corner of FM 685 and East Pecan Street.

"This is a monumental day for our city," Mayor Victor Gonzales said at the groundbreaking ceremony Monday. "This project is the largest city-led downtown initiative in our city's history."

Gonzales called the project, which is estimated to cost $215 million to $220 million, a "dream come true after years in the making."

"We are adding a new place that feels like the heart of Pflugerville … where we can gather, celebrate and connect," he said. "It's about family creating memories in our plaza, neighbors meeting for coffee, children laughing and nature-inspired playscapes." …

The 90,000-square-foot, four-story City Hall topped by a terrace will provide space for the city staff and City Council meetings and will have a cafe, she said. Currently the council meets in a courtroom at the city's justice center. The project's 1-acre town plaza will be a green space with room for a stage and a lawn for gatherings, she said. There also will be a greenbelt at one end of the development with a creek running through it.
